The construction process includes all survey, design, construction, installation and commissioning of work associated with the creation, modification or demolition of buildings. This entails interaction with the competent authorities about production of such works. Construction of buildings and structures not only covers new projects but also major and minor repairs, restoration and renovation. The project includes a complete set of Portland builder documentation provided by the law.
Construction includes the activities of the following entities. Investor – a person who invests their own or borrowed funds. Individuals who specialize in capital investment. Contractors – entities performing work under contract (direct executors), or intermediaries who subcontract. State represented by the authorities who monitor and issue compliance certificates as regards regulation, and construction supervision.
Project management covers feasibility studies, scope and timing of capital expenditures including the necessary design documents developed in accordance with the approved standards. Investment and Construction Project (ICP) is a system of defined objectives established for the implementation of physical objects (real estate), processes, technology and organizational documentation for material, financial, labor and other resources, as well as management decisions and actions to implement them.
Engineering surveys are carried out in order to obtain objective and relevant information on the conditions of a building site. These include topographical study, geotechnical study and hydro engineering (determining water needs). The only condition for the creation of these works is to have creative input (preparation of necessary technical documentation – design and working documentation).
The mission of a project manager is designing the project, develop special technical documents and control the correct execution of work as well as play a role as an interface between the client and the companies executing the work. The prime contractor meets the functional and technical program set by the client, possibly supported by an AMO. He is the right-hand man of a client, he offers technical solutions which allows implementation of program according to the budget and deadlines.
To carry out this mission, project management is structured around an architect or architectural firm. From a certain degree of complexity, the contractor works with architects associated with one or more engineering firms. Project management can not be responsible for carrying out the work itself, since it does not have a legal relationship with companies working on the site. These companies belong to different trades (mason, roofer, electrician, among others).
The application of laws around construction distinguishes two main areas, depending on whether the contract is for a building project or an infrastructure project. For building projects, the core mission is the subject of a single contract and includes at least the ESQ mission elements, while in the case of an infrastructure project, the mission elements can be separated. The content of the core mission is set by class of works under Article 10 of the decree.
The prime contractor must perform architectural synthesis of objectives and constraints of a project, and ensure compliance during the execution of work on the basis of techical assessments. The contracting authority should ensure quality of work and compliance and undertake consultations with sub-contractors. Once validated by the client, the contractor is responsible for the proper execution of work and plays an advisory role in the selection of sub-contractors. Contractor is responsible for monitoring deadlines and budgets in the manner defined in special administrative clauses (CCAP).
